Russian Offensive Campaign Assessment, August 25, 2026

The Institute for the Study of War assessed that Russia was intensifying strikes on transport links along the Ukrainian-Moldovan border while continuing its campaign against Ukrainian ports. Bridges near Odesa and several border crossings northwest of Izmail were among the reported targets, which the assessment linked to efforts to disrupt Ukraine's trade routes and increase pressure on Moldova and Romania.

ISW also examined a decree allowing the Russian government to take temporary control of critical infrastructure whose owners allegedly fail to protect or restore their facilities. Although officials described the measure as temporary management, the assessment argued that its broad wording could enable indefinite seizures of private assets.

Other developments included Russia's launch of an unspecified military spacecraft, reports of an unannounced visit to Moscow by CIA Director John Ratcliffe, and continued Ukrainian long-range attacks on Russian oil, gas and military infrastructure. On the battlefield, ISW reported recent Ukrainian advances around Kupyansk and Borova, while several Russian offensive axes showed no confirmed gains.

Russia's overnight strike package reportedly included an Iskander-M ballistic missile, a Kh-31P anti-radiation missile and 150 drones. Ukrainian authorities said 124 drones were downed and that infrastructure in several regions was hit.
